UGC Invites Universities to Expand Online Course Offerings

To encourage the expansion of online, open, and distance learning options in higher education institutions (HEIs), the University Grants Commission (UGC) has announced a fresh round of applications for recognition. Classes for the academic year 2023-24 are scheduled to commence in February 2024.

The UGC has released a notification stating that HEIs can submit their applications for recognition through an online portal from October 10 to October 31. Alternatively, offline applications will be accepted until November 15.

The UGC emphasizes that the submission of an application does not automatically guarantee approval. All applications will undergo scrutiny to ensure they adhere to the standards outlined in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations of 2020 and its subsequent amendments.

In September of the previous year, the UGC amended its norms for online and open learning, allowing autonomous colleges in India to offer online and distance education programs starting from the 2022-23 academic session without the need for prior approval. These amendments also permit HEIs to collaborate with education technology firms for content development and evaluation systems. However, certain categories of HEIs still need to seek permission from the higher education regulator. The UGC notification specifies that HEIs that have already received recognition for offering open and distance learning (ODL) and/or online programs for the academic year 2023-24 are eligible to apply for recognition of additional programs, if any, in this new application round.

By initiating this application round, the UGC aims to facilitate the growth of flexible learning options and enhance access to quality higher education in India.
