Background:

Government-aided engineering colleges in India charge an average yearly fee ranging from Rs. 50,000 to Rs. 2 LPA. Aside from this, private universities in India typically charge between Rs. 10 and Rs. 15 LPA in tuition. Many government institutes provide the best education. Students have a dream to crack the entrance exams like JEE to enter into the most reputed universities like IITs. Those are considered the best engineering colleges in India with low fees. The colleges provide all the basic facilities that a student needs with negligible fees. This much high fees is sometimes very difficult to pay for ordinary middle-class family.

Solution from Bihar Government:

The Bihar government has launched a one-of-a-kind program aimed at making higher academic studies possible in the state. B Tech courses can now be pursed at Rs. 10 only per month and polytechnic courses at Rs. 5 only per month. Every district of Bihar operates a functional engineering college, where students pay only Rs. 10 a month as a deposit fee. Gaya College of Engineering’s fee schedule shows that every student pays Rs. 10 upon enrollment each year. The college charges a tuition fee of Rs. 120 per annum, which amounts to Rs. 10 per month. Additionally, students pay other charges, including university registration fees, examination fees, and developmental fees. Living in hostels incurs additional hostel and mess fees to the students.

Admission Procedure:

Engineering and polytechnic institutes located in Bihar have made admission facilities available via lateral entry. The Bihar Combined Entrance Competitive Examination Council (BCECE) is responsible for organizing the examination for the purpose. The system of lateral entry into the engineering and polytechnic colleges has also been implemented in the state.

Lateral entry is a means of admission wherein students are able to gain admission directly into the second or third year of a BTech or polytechnic course without having sat through the first year. This facility is open to those students who have qualified from an appropriate diploma course or its equivalent, for instance a Polytechnic Diploma. For the academic session 2024-25, there are 12,280 B.Tech seats and 13,912 Polytech seats as well as 386 M.Tech seats were available for counseling. In this way, it would be a great move to ensure that technical education is both accessible and affordable in the state of Bihar.

This step will lead to many positive changes in the state regarding education and professional degrees as considered to be only for the rich and elite.
