GUWAHATI: Assam’s legislative assembly recently passed three education-related bills during the ongoing Assam Budget 2023 session. This was announced by the state’s Education Minister, Ranoj Pegu.
The first bill amended was the Assam elementary and secondary school teachers’ (Regulation of Posting and Transfer) (Amendment) Bill, 2023. The second bill amended was the Assam college employees (Provincialisation) (Amendment) Bill, 2023, and the third bill amended was the Assam Science and Technology University (Amendment) Bill, 2023.
These bills are expected to bring significant changes to the education sector in the state. The Assam elementary and secondary school teachers’ bill is aimed at regulating the posting and transfer of teachers in the state’s elementary and secondary schools. The Assam college employees bill focuses on the provincialization of college employees, while the Assam Science and Technology University bill aims to amend the existing laws related to the university.
According to the Assam Education Minister, Ranoj Pegu, one of the key provisions of the Assam Science and Technology University (Amendment) Bill, 2023 is the inclusion of Assam Engineering College as a constituent college of the Assam Science and Technology University (ASTU). This amendment is expected to enhance the scope and quality of engineering education in the state. The move is also expected to improve the governance structure of Assam Engineering College, which will now be able to leverage the resources and facilities of ASTU.
Furthermore, the Assam College Employees (Provincialisation) (Amendment) Bill, 2023 seeks to create the Assam College Service Recruitment Board (ACSRB) for the recruitment of teaching and non-teaching staff in the colleges of Assam. The board will be responsible for ensuring a transparent and merit-based recruitment process that will bring qualified and competent personnel to the colleges. This amendment is a positive step towards improving the quality of higher education in Assam by strengthening the human resources in the state’s colleges.
“Earlier, the selection was made by the governing body of the respective colleges. The ACSRB will conduct examinations for selection of candidates,” he said.
Assam Education Minister, Ranoj Pegu, highlighted that the proposed Assam College Services Recruitment Board (ACSRB), as provided in the Assam College Employees (Provincialisation) (Amendment) Bill, 2023, will ensure better monitoring of the recruitment process and provide candidates with a single channel for placement. This means that candidates seeking teaching or non-teaching positions in Assam’s colleges will now have a more streamlined and transparent process for job applications.
The Bill also proposes to replace the existing provision of recruitment being made on the basis of selection and recommendation of the governing body of respective institutes. The ACSR Board will now be responsible for recruiting suitable candidates for teaching and non-teaching positions in colleges across the state. This is expected to ensure that qualified and competent individuals are selected for the roles, thus strengthening the human resources in the state’s higher education system. Overall, the amendment is expected to bring about positive changes in the recruitment process and improve the quality of education in Assam’s colleges.
